Constraints Plan Cruxton Farm x

7th December 2018

Land development and working with Richborough Estates

When it comes to being a Civil Engineering consultant it’s not just about delivering great design solutions. We believe at PJS that it is understanding the client's needs, their project and offering great team support from start to finish that makes all the difference. In just over a year, we have built a reputation for providing a dedicated, innovative approach to project management and our proven track record is highlighted by the number of projects we have completed successfully while working with Richborough Estates.

One of the UK’s most successful strategic land promotion businesses, Richborough work with landowners, local councils and stakeholders to achieve residential planning permission. As their Civil Engineering consultants, we have now worked on a number of land promotion projects and last month supported their team in the Borough of Poole, at a public consultation for the proposed development just north of Merley. The plot known as The Cruxton Farm site or UE1, is highlighted within the Poole Local Plan as an emerging allocation for residential development.

Planning for the new development

The 104-acre site is part of the Borough of Poole’s strategy for housing provision over the next 15 years to 2033 and would accommodate the following elements:

  • A minimum of 500 new homes (depending on mix and type of house)
  • Care home with minimum of 60 beds
  • SANG (Suitable Alternative Natural Greenspace)
  • Equipped play areas
  • Allotments
  • Attenuation Ponds.

The event

Cruxston Farm Land Promotion event
Paul Smith chats to local community about Cruxton Farm development

The two-day public event held at two venues within the community, invited both the local council and the general public to put questions to the collective team which included PJS, Richborough, STEN Architecture, Tyler Grange, PJA and Savills Wimborne Planning Team. Over 200 people attended including the local authorities. There were many questions asked and queries addressed, as the team explained that the aim is to integrate the proposed residential development with the existing settlements and that plans had been carefully drafted in order to minimise the visual impact to retain the character of the Stour valley with a corridor of open space. It is accepted that the site will come with constraints but that most of the trees and hedgerows will be retained and managed appropriately. In addition, the local amenities have been evaluated to ensure the impact on the community is positive.

Working collaboratively with Richborough

PJS were initially appointed by Richborough Estates to assist with technical input on the strategic land promotion and outline planning documents. Providing an holistic overview to the design team and facilitating economical masterplaning for the site. Through this early input we have helped to avoid many of the complications that can arise at the marketing stage.

For PJS this has involved a review of all site constraints and a feasibility study on proposed residential roads, Highways England pedestrian underpass, earthworks, diversion of public sewers and utilities and surface water strategy. Extensive liaison with Wessex Water was undertaken to agree an economical approach to diversion of existing deep public foul water sewers.

Topography of the site is relatively steep and led to detailed ground modelling at an early stage. This has proved instrumental in developing the masterplan and helping to appreciate proposed road gradients, overcoming level differences and retaining features.

The drainage strategy for the site has fully embraced the use of sustainable drainage techniques using infiltration basins designed to mimic the existing greenfield drainage characteristics, accommodate surface water from the development and form an integral part of the public open space, whilst adding amenity, aesthetic and ecological benefits to the scheme. A high degree of resilience has been afforded through due consideration of overland flow routing and the impact of future climate change.
